Using docker for development environments locally

1) removing solr_wrapper
2) adding a rake task set for controlling the solr docker container called "felix," there's also a docker:clean task for cleaning out the index when desired
3) updating the procfile.dev for continued ease of use in starting blacklight
4) had to tell rubocop to ignore the block with too many lines violation warnings for rake tasks

The core name and the version of solr are hard-coded into docker.rake, which I'd like to dry-out. Also, when killing the procfile, you have to still stop the felix container. Lastly, Felix the Cat, google it.
