first cut at command-line interface (#6)

`python3 -m WDL check path/to/my.wdl` loads the workflow and prints a brief outline with lint warnings. (There's only one linter initially, for binding a String declaration to a non-String expression.)

Refactoring: moved Lark transformers into _parser.py and renamed WDL.Document to WDL.Tree (while also exporting key classes from top-level module)
