Require latest DateTime, v1.50 (dist.ini)

Bumped the min required version of DateTime in dist.ini from 1.10 (which
is now very old) to 1.50, which is the latest version currently on CPAN.
This is just for good measure/consistency, since lots of things have
changed and been fixed in DateTime over the past years, and DateTime is
one of those modules that is probably already installed, so this makes
for a very wide range of possible versions in the wild, so we force
everyone forward. Note that depending on how old an install of DateTime
might be, a lot of additional dep modules may get installed/updated
