Add Observer#cancel_event for cancelling events inside callbacks

Using constants mapped to integer values for cancelling events inside
callbacks is suboptimal. By adding Observer#cancel_event a lot of
behaviour can be simplified. Turning implicity behaviour into an explicit
method call will prevent plenty of potential issues. This also removes a
need to manage transition state and allows to remove all the clunky code
that was mananging transition state and checking if it is cancelled.
