Change API from utils.runOnePoint to utils.hypotest (#341)

- Change API from utils.runOnePoint to utils.hypotest and change the return signature of the function
- Use kwargs to have the signature of utils.hypotest be iteratively discoverable (in a similar vein to scikitlearn)
- Apply API change throughout pyhf to tests and notebooks
- Add utils.hypotest return structure test to test_utils.py
- Add example of all utils.hypotest return options to hello-world.ipynb notebook
- Improve documentation on the statistical interpretation of the return values of utils.hypotest
