Handle reduction tasks within our own function

This allows us to combine some special logic that was previously wrapped up in
partial's and compose's.  This also allows for a bit of special casing around
empty arrays.

The special casing currently solves problems for min/max, but is a bit ugly.
Alternatives welcome.
