ENH: Detect the GRIB files by the filename extension and suggest engine. (#2492)

* Detect the GRIB files by the filename extension.

* Follow conventions on QA and coverage.

* Add test_backends_api.py to unit test private function in api.py.

* Add tests to is_grib_path and is_remote_uri in utils.py

* Move `.gz` detection logic to `_get_default_engine`.

* More expressive test.

* Do not fall back to other inconsistent drivers for GRIB files.

* Fix string split.

* "In the face of ambiguity, refuse the temptation to guess."

* Move import testing for every class of input to a different function.

* Fix _get_default_engine test.
