simplify cmake structure

- there was a lot of good stuff but at this moment the flexibility
  is IMO not yet needed
- library is now dynamic only, static can be added later once needed
- the installation is desinged with Python-first in mind - this means
  that the install target is not super flexible but designed for
  pip/pipenv
