Token Manager: prevent impossible assignments (#504)

Use `maxAmountTokens` to know if more tokens can be assigned to users.

Also changes the required conditions to make the app switch into “group mode”:

- The token transfers need to be enabled.
- The maximum amount of tokens per account need to be 1.
- Doesn’t check anymore if all the accounts have the same balance.

Also improves small things like error messages, and comparison of checksum and non-checksum addresses.

`@aragon/ui` has been upgraded to 0.22.0.
