Add ->template_exists_locally to Template Provider class

The Template Provider class now provides a new method
template_exists_locally which works the same as the template_exists
method, but it does not consider the Store instance/object, meaning it
will only return true if the template exists and is available by the
Provider itself. This is being added to be able to support fall-back
logic for consumer stores can consider this when deciding to claim
ownership of a template or not
