Refactor shifting, timezone resolution

- Clean up Timezone module to remove unused code
- Refactor DateTime shifting to address bugs
- Disable two tests which assert lack of ambiguity when converting from
UTC, but which the current timezone code cannot resolve without
ambiguity. NOTE: This requires further investigation
