feat(admin): create admin request page

	- add badge on the notification bell on navbar
	- add link to the notification icon
	- add route for the page
	- create checkbox, admin request and checkbox holder  component
	- create admin_request sass file
	- create HOC for requests
	- add unit tests for the components
	- add props-type validation
