Commit Message

Update development environment setup

* Update documentation
* Update development requirements file

pytest-cov is already required in tests/requirements.txt. This leads pip
to throw a "Double requirement" error when trying to install
dependencies from requirements-devel.txt. We want to keep the entry in
the tests/requirements.txt file since this is the one used by our CI.
