Update validation tests with more appropriate "true" data (#317)

- Use updated validation data values that incorporate an improved continuous approximation to the Poisson p.m.f. (from PR #45) in addition to also using fixed histosys sharing (from PR #47) with a default initialization parameter set to 0 (from PR #153). This resolves an issue in which the validation tests would fail as a result of their results being outside of the accepted tolerance of deviations from the validation data.
- Compare the absolute value of the difference between the expected and observed CLs in validate_runOnePoint
- Set tolerance of validate_runOnePoint to 1e-6
