dependencies: Pin some pack versions.

To make it work with the selected range of Python versions,
it is necessary to pin some dependencies versions.

- pycparser which latests version no longer support python 2.6;
- pytest-pip8 because of what seems to be a packaging issue,
  though I cannot reproduce it outside of a container. When
  run tests for Python 3.4 and the package is installed (from
  source) it fails saying a  directory is missing though
  mentioned in the MANIFEST.in file.
