Support database HOST, PORT, PASSWORD configuration

If configured in Django, explicitly pass DB HOST and PORT to `pg_restore` via parameters as well as the PASSWORD via environment variable.
Required if the database does not live on localhost (e.g. in Docker setups with separate containers for Postgres and Django).
