Get Travis CI to support Python 3.7

Following up on 7a9b2f521b5, apparently Python 3.7 isn't available
from Travis CI and so needs to be installed via Ubuntu 16.04. For
more details: https://github.com/travis-ci/travis-ci/issues/9815
