Updates to setup.py and other misc tweaks (#574)

* Prefer setuptools if available and update dev requirements accordingly

* Move optional requirements to extras_require

* Move packages needed by tests to tests_require

* Add Cheetah to tests_requires

* Use setuptools nose to ensure all test_requires are installed

* Only require matplotlib, scipy on python3.4+ where supported

* Ensure we use a version of setuptools that supports environment markers

* Do not use old versions of scipy, numpy that apt provides

When required, these libraries are installed in the virtualenv via pip.
For example, install_brian.sh installs scipy for python2.7, or the tests
pull it in for python>=3.4 (scipy supports 2.7 and 3.4+ only)

* Ensure that both extensions are built with install or build command

* Only use env markers when the right setuptools version is available
