Add tests from thingpedia

Test that whatever thingpedia produces we can parse successfully.

At the same time, we will test that thingpedia produces exactly
what we expect, in the thingpedia test suite.

Also, fix some bugs related to semi-colons and single-rule programs.
Among other things, this disallows the non-sensical syntax:

program := let action x := foo;

although the same can be achieved with:

program := { let action x := foo; }
