 Docker setup for TCRM (#56)

* [docker] add a docker setup

this required some changes in the code :
- fix python imports (use relative imports to fix `No module named interpolateTracks`
- setuptools replaces distutils (to fix `unknown distribution option 'install_requires'`) which didn't really have consequences as .so is in the source

not really sure how come the code worked in travis without the import fix though ?

* [docker] fix `KPDF not found` when running tcrm.py

* [docker] tidying up

* [docker] add pypar to run in parralel
