[ADD] account_journal_security: Migration version 11.0 (#134)

* [ADD] account_journal_security: Migration version 11.0

Also standarize code

- change module version.
- set module installable.
- add module summary.
- rename files to the proper models name for models and views
- separete models into one file per each model.
- remove data deprecated odoo view tag.
- remove extra spaces at the end of the line in view files.
- remove commented views and code that will no longer used (res.users)
- update and extend README
- rename security files, unifify them into one xml file.
- remove old index.html and add information to our README.rst
- remove execution permission from models files.

* [IMP] account_journal_security: Usability for journal restrictions

Add new field showed in journal form view that with a widget radio let us to
set the users total restricted and select the related users. Also show an
alert when total restriction is selected.
