Improvements in Makefile

Details:
- Changed 'install' target to install the package as editable.
- Added info to 'help' target about how to invoke ansible commands
  (i.e. set env vars).
- Added 'install' target to begin of 'all' target.
- Reordered targets in 'help' to match order in 'all' target.
- Qualified 'linkcheck' target in displayed help as not working.
- Qualified 'dist' target in displayed help as not used.
- Reordered target definitions according to their displayed order in
  'help' target.
