drafts: Condense the `draftUpdate` reducer logic a bit.

I think this helps make it clearer what's going on and why.
The main change is that the "should delete" case gets collected
into one block, which I think makes it easier to see how the
different codepaths fit together and convince oneself that there
isn't some edge case that falls through the cracks.
