Refactor addTag() and removeTag() with jsonRPC

call the existing API to add or remove tags from TP or TC objects
via the UI. The existing API already takes care of permissions
and the UI controls also respect permissions.

The remaining core.ajax.tags() view is used only to fetch
information together with tag counters! Next we should convert
this function to return only JSON and do the rendering entirely
inside the browser!
