Handle AoT JSON Parsing Errors

Jesus Christ what a freaking mess this has been. We've been getting
inundated with JSON parsing errors at various parts of the process. What
should be a really simple, tightly controlled exchange of information is
a disjointed mess.

This breaks up the code and handles all sorts of situations where we
would otherwise expect a really basic download, parse and insert from a
trusted source.
