Make workdir optional (#226)

* ENH: runlib: add flag for workdir recording

* TST: runlib: pass flag to workdir recording tests

* FIX: runlib: add path replacement for windows

* FIX: windows: test_runlib: fix expected cwd

Tests were failing because the expected CWD for the workdir wasn't being
replaced on two tests.
