* force javadoc compliance at earlier phase

* added failOnError=true and failOnWarning=true to javadoc plugin that runs during package phase

* updated travis.yml to run javadoc check

* attempt to fix javadoc failure

* combined checkstyle and javadoc targets into validate target, disabled strict javadoc checking

* enabled debugging

* another attempt at unsetting _JAVA_OPTIONS

* fixed unset of JAVA_OPTIONS

* disabled debug level logging on javadoc:javadoc

* removed -Xdoclint=none from javadoc plugin options

* added comments
