Commit Message

Configure Android build to use pre-compiled dependencies, adds build flags and (#25719)

prebuild task automation.

Added release build optimization flags and restored -fsigned-char to the CDDA
Android.mk. Added precompiled dependency binaries and headers, to
streamline the build process.

The number of ndk-build jobs can now be set by passing -Pj=# to ./gradlew

Add these to local.properties configure automatic release build signing.
If storeFile is not set, then an unsigned apk will be produced.
