<a href="https://github.com/wikimedia/parsoid/commit/ab6cce6c8">Remove one source of Cite leakage in generic html2wt code

* Spurious nowiki removal needs to skip all non-html-tag blocks,
  not just &lt;ref&gt; and &lt;nowiki&gt; blocks.

* No change in parser test results since this region of code
  doesn&#39;t seem to have any tests in the first place. We should
  separately investigate if this is dead code OR add tests that
  cover this extension-tag exception in the nowiki removal code.
