More python versions (#73)

* Include additional python versions for build testing

* Change 3.7, allow 3.7-dev and failing in 3.7-dev

* decode urlopen response before reading

* Fix urlopen in tests

* Don't use ** unwrapping

* Move tests outside

* Remove circular import

This leads to the creation of two inflect engines, that shouldn't be too
bad though.

* Update officially supported python versions

* Make changes to the testing and installing environment

The user should be able to run tests on its own using the setup.py
provided test mechanics for unittesting

* Move tests back inside

Tests should be deployed with the package, so that users
that retrain their classifier can test the result.

* Fix yapf formatting

* Insert no cover pragmas

Some code is not to be tested because its a pure debugging function.
Those are covered by no pragma

* Exclude more unneccessary line from coverage
