feat(Role based feature): Implement block and unblock user

- create a migration file to add blocked and isAdmin column to user table
- update the user model for isAdmin and blocked column
- create admin controller for blocking and unblocking users
- create method for updating user to admin and removing admin privileges by super admin
- write test and documentation for blocking and unblocking user
