feat(vertical-tabs): add sub-tab support, with restricted mode (#611)

This adds the necessary properties and css for using sub-tabs in the VerticalTabs component.
Restricted mode resticts the tabs being shown to the active tab along with its parents, sibilings,
and direct sub tabs.
