Install fixes: CONDA_SH, garage packaging

* Defining CONDA_SH for all installations (unconditionally)
* Updated setup scripts to `pip install` garage as an editable package
* Removed variables PYTHONPATH and PYTHON_ENV_VAR. Not needed after pip
* Updated docs to remove mentions of PYTHONPATH
* Bugfix in setup_linux.sh where we don't reinstall tensorflow
* Added macOS 10.13.6 as verified version
