Remove fetchUserByName (#169)

Since fetchInitialConfiguration in the Rig component is the only
function that invokes this function, and since fetchInitialConfiguration
needs a user for only its ID to invoke fetchExtensionManifest, and since
the user's ID is now available in the session, this function is no
longer necessary.
