Install with --ignore-installed to ensure proper NumPy (#237)

* Uninstall Travis CI's default NumPy before install

If this is not done, then the default Travis installation of
numpy==1.13.3 will be used throughout instead of installing a later requested
version unless it is explictly asked for in setup.py's install_requires.

* Install with --ignore-installed

--ignore-installed will ensure that scipy gets a modern version of numpy
even if there is a release already installed.

This works even with Travis CI's caching of pip, so the default version
of NumPy on Travis CI doesn't need to be uninstalled.
