Decouple .dbi.stories.ap from raw download storage and extractor

* Eliminate arbitrary, undocumented hashref arguments ($story['content']); make is_syndicated() accept only the parameters that it is going to use
* Unbind .dbi.stories.ap from .dbi.downloads and .dbi.stories code to prevent cyclic dependency
