Remove `MilestoneDB._isValidVersion`

This method is now just a wrapper around `util.isValidVersion`. Given
that any subclasses will also have access to the `util` module, we
remove this method and allow the implementors to determine how to
decide if a version is valid (which should be covered by the test
cases).
