tolua: fix loading errors if tool many blocks

LuaJIT failed to load lua files generated from
blocksets with large number of blocks (Blast results).

luajit: main function has more than 65536 constants

The common workaround is to split code into shorter functions.
As most of constants are located inside blocks definitions,
each block was moved to a function.
