Added ability to filter matrices using specified tags.

Added CLI option `--matrix-tags` for specifying a pattern to match
against running `matrix` plug-in's `tags` attribute. They are always
matched left-to-right and may contain `fnmatch`-style patterns.

Tasks outside of matrices are not subject to this matching, and
therefore will still execute; unless `--tag` was specified too.
