Add mechanism to enable functions in development

By running

import ispyb.model.__future__
ispyb.model.__future__.enable(configuration_file)

object model functions that would depend on not yet implemented function
calls can use direct SQL calls instead.
The enclosed example seamlessly enables accessing DataCollectionGroup
GridInfo information although there is currently no API call and no
stored procedure available to access this information
(MXSW-1173, MXSW-1174).

This should not be used in production.
