* feat(user-tag-article): authors can tag and articles

- adds the Tag and ArticleTag models and migrations
- updates ArticleController to support tags
- adds feature to create tags to the app
- add feature to retrieve tags when getting articles
- adds tests to the app
- ensure that all files modified/created have 100% coverage
- adds tag filter to the get all articles route
