Add self-service refunds for individual attendees (#3251)

* Add self-service refunds for individual attendees
Changes the "I'm not coming" button to a "Refund my Badge" button where appropriate, and adds the ability to process refunds based on the Stripe Transaction records.

* Update configspec comment on refund_cutoff

* Let abandon_badge form appear on attendee_donation_form for refunds
Missed a spot!

* Add unit tests, refund report, REFUND_START, and text changes
Finishes up the self-service refund feature and adds the ability to start refunds on an arbitrary date

* Add missing unit test and more explicit abandon/refund check

* Remove extra csrf_token var definition
