[FIX] test_pylint: Ignore changed modules in $EXCLUDE_LINT (#294)

Currently, changed modules are always lint-tested, even if they are set
in the variable $EXCLUDE_LINT.

This commit causes those modules to be ignored, no matter if they
were changed or not.
