Commit Message

Don't disable all theme manager on missing CURL

Commands which operate on local assets aren't impeded by the lack of
CURL, so they shouldn't be nulled out by the preprocessor.

Stub out "search" and "install" commands instead in such a case, letting
them emit an error message at run time.
