fix: Switch to monorepo configuration

- Add @node-sitecore/config package.
- Add @node-sitecore/config-browserify package (stable).
- Add @node-sitecore/cli-plugin-fractal (alpha).
- Move browsersync from cli to cli-plugin-browsersync.
- Config package and cli package are extensible with plugins.
- New website documentation.
- Rename keywords postfixed with Dir by Root (like websiteRoot => websiteDir).
- Rename instanceDir by outputDir,
- All placeholders name and config keywords follow the same naming convention (websiteDir, <websiteDir>).
- Add keywords: rootDir, extends.
- Add getters: websiteLibrariesDir, outputDir, websiteViewsDir, websiteConfigDir, websiteLibrariesDir,
- Remove keywords: masterWebsite, scriptPaths,
- Remove getters: scriptPaths, buildRoot, scssPaths, projectScriptsRoot, moduleNameMapper, bundles, bundle, directories
- Deprecate getters: instanceRoot, websiteRoot, themeWebsiteRoot, currentWebsiteRoot, sitecoreLibrariesRoot, websiteViewsRoot, websiteConfigRoot, srcRoot, foundationRoot, foundationScriptsRoot, featureRoot, projectRoot, pushProxy.

BREAKING CHANGE: Config and Cli are hosted in the same git repo.
Keywords follow the same naming convention than placeholders. Example: websiteRoot was renamed by websiteDir and the placeholder his <websiteDir>.
Remove proxy command from CLI (moved under plugin package).
