Fix exploding ammunition in fire (#24862)

Small arms ammunition exploding in a fire is far too lethal currently.

https://youtu.be/3SIOXowwC4c demonstrates ammo is trivially lethal when
put into a fire.

This fixes it by removing the explosion effect when a small arms round
is cooked off in a fire.  Ammo is still expended when lit afire, it just
won't do any damage.

This fixes issue #24788.
