compose files in multiple processes #85 (#330)

In BQ to VCF pipeline, after generating all VCF shards, the composing process could take hours since each time only 32 objects can be composed.

This PR composes the files in parallel to speed up the process.

Issues: 85
Tested: Manually run BQ to VCF.
