Independent mmtune script (#1085)

* Separated mmtune from oref0-pump-loop to a standalone script.

* Set pump id and debug state in oref0-radio-tune.

* Remove change from this PR.

* Changed name of oref0-radio-tune.sh to oref0-mmtune.sh

* Initialize MEDTRONIC_FREQUENCY and assert current working directory is openaps environment.

* Moved residual oref0-mmtune lines from oref0-pump-loop to oref0-mmtune.

* Added echo for new line.
