Bump version to v1.7.0

Support configuration of public database base url via PUBLICDB_BASE env.
Use entry_points instead of scripts in setup.py.
Update links in docs to https, and fix some broken/redirected links.
Fix deprecation: matrix -> array and linspace gets int arguments.
Rewrap a lot of code, dont restrict to 79 characters wide, aim for 110.
Reduce test verbosity.
