feat(react-docs): Colocate Docs and Examples with Components (#537)

affects: @patternfly/react-core, @patternfly/react-docs, @patternfly/react-icons, eslint-plugin-patternfly-react

Added build steps to allow docs/examples to be written along side components.  This setup supports publishing docs and examples for the core website to consume, support for multiple prop tables for each doc page, and the future ability for source previews.
